Record snows fell in Burlington with 29.5 inches, and Montreal with 27.5 inches, while Waitsfield, VT was buried under 45 inches. In eastern Vermont, heavy snow was followed by freezing rain coating trees and power lines with 1 to 3 inches of ice on the 27th, changing back to snow. Travel was nearly impossible, prompting Gov. Davis to declare the state a disaster area.
